Stephen Setterberg, MD, BACA’s Board President, is a psychiatrist and psychoanalytic psychotherapist who brings to the Bay Area his experience founding and developing the PrairieCare system of psychiatric clinics and hospitals for children and adolescents Minnesota. PrairieCare and its sister organization, PrairieCare Medical Group, exemplify the preservation of a depth psychological and relational approach to care, despite socioeconomic pressures to the contrary. While subsequently training in Zurich as a Jungian analyst, Dr. Setterberg also co-founded the Stillpoint Spaces project – a forum for individuals of diverse cultural and educational backgrounds to connect, share, and reflect on questions of personal meaning and cultural context, utilizing insights from psychoanalysis, psychotherapy and related fields, with branches in Berlin, London, Paris and Zurich.  Dr. Setterberg is also a co-director of CONFER,  the United Kingdom’s leading source of continuing education for psychotherapists, and continues to direct PrairieCare's strategic innovations as its president and board chairman.

Dr. Oberstar is BACA's Vice President of Operations and a Child and Adolescent Psychiatrist with over a decade of clinical and administrative experience.  He comes to BACA having served previously as CEO of a psychiatric healthcare system in Minnesota, where he oversaw that organization's rapid growth over a five-year period.  Named by Minnesota Physician as one of the state’s “Top 100 Influential Health Care Leaders” in 2016, Dr. Oberstar serves on committees at the Minnesota Medical Association and the Minnesota Hospital Association and is a past president of the Minnesota Psychiatric Society and the Minnesota Society for Child and Adolescent Psychiatry.  He eager to bring his knowledge and experience to bear in helping BACA grow to meet the needs of youth and their families in the Bay Area.

Dr. Tarshis grew up in San Jose, California, attended UC Berkeley for college and then spent two years at the University of Michigan getting a Master’s degree in Public Health. Dr. Tarshis attended Wayne State University in Detroit for medical school, did adult psychiatry training in Arizona and then completed a three year National Institutes of Mental Health research fellowship combined with child psychiatry training at Stanford University. Since leaving Stanford, Dr. Tarshis has been working to create a new standard for providing high-quality mental health care while maintaining academic institution standards in the community.


Brandi Muniz

Director of Finance

Brandi grew up in San Jose, California, attended San Jose State University where she obtained her Bachelor's of Arts degree in Psychology with a minor in Business. Brandi has been working with the organization since May of 2011.


Marina Trio

Director of Patient Experience

Marina grew up in the Bay Area and attended San Francisco State University where she obtained her Bachelor's of Arts degree in Liberal Studies-Elementary Education. Marina has been working with the organization since September of 2012.


Gina Nelson

Director of Human Resources

Gina grew up in Tahoe City, California, attended the University of Oregon where she obtained her Bachelor's of Science degree in Psychology and Sociology with a minor in Communication Studies. Gina has been working with the organization since May of 2011.
